TSIG Evaluation

The Office of Program Evaluation and Research (OPER) at the Ohio Department of Mental Health is evaluating the activities of the Transformation State Incentive Grant (TSIG) for the state and the Substance Abuse Mental Health Services Administration (SAMHSA). The main purpose of the evaluation is to assess Ohio’s progress in meeting the goals specified in both the TSIG proposal and the state’s Comprehensive Mental Health Plan (CMHP).

Results from Time 1 Interviews and Surveys (February 2008)
For the past year and a half, the Office of Program Evaluation and Research of the Ohio Department of Mental Health has been actively evaluating the ongoing transformation efforts statewide. This evaluation assesses both the process and outcomes related to the TSIG project goals and objectives over time. Challenges Influencing Cross-System Transformation in Ohio: Perspectives from Content Working Group Members (August 2007)

Conflict Management and Problem Solving in Content Working Groups: A Necessary Element for Transformative Change (July 2007)
This evaluation study surveyed a large cohort of Content Working Group members (N=80) affiliated with Ohio’s Mental Health Transformation State Incentive Grant. Content Working Group members completed a baseline survey about their satisfaction with Working Group meetings. The results suggest that Content Working Group meeting satisfaction is positively associated with how well the meetings are organized, and the ability of the Working Groups to problem solve and manage conflict among members. Taken together, these two factors predicted respondents’ meeting satisfaction 90% of the time. Findings suggest efforts to improve the organization of meetings and learning to manage conflict and solve problems between members can improve overall satisfaction with Content Working Group meetings. Use of Consumer Outcomes in Person Centered Treatment Planning: Demonstration Project for Adult Consumers (April 2007)
Ohio will be developing and evaluating two intervention programs – one for adult consumers and their case managers, and the other for family members of youth consumers and their case managers. The programs will train consumers and case managers on how to use Consumer Outcomes data to make mental health care and treatment planning a more person-centered, collaborative, empowering and recovery-oriented process. Evaluation Overview (November 2006)
The main purpose of the evaluation is to assess Ohio’s progress in meeting the
goals specified in both the TSIG proposal and the state’s Comprehensive Mental
Health Plan (CMHP). To do this, SAMHSA has developed two sets performance
measures. One set is based upon the Government Performance Results Act (GPRA)
and the other on the National Outcomes Measures (NOMs). Read the full article...
